This first session in the 2026 Strategic Debates series, led by International Institute for Educational Planning (IIEP-UNESCO) and partners, will focus on closing the gap between policy design and implementation.

The discussion will explore why reforms often fall short in practice, and what it takes to lead, adapt, and sustain change in complex education systems. Bringing together global experts, the debate will highlight practical approaches to strengthening implementation and ensuring policies deliver meaningful learning outcomes.
